Well the Goliath was an example, but in general I was wondering if the
bomber should have AP?

Well the blaster is basically a really good gun. So the bomber could
thought of as a good grenade.
A grenade does 6d6+10 so 50% of the time you'll do at least (looking at
Steve's probability chart...) 19 damage

With the blaster (an arm) you'll do... 35 damage.
And if you use shaped charge you'll do... 50 damage.

So, never mind. The bomber is just fine I guess.
