The problem is that, of course, giving the Bomber AP to take out the Goliath
means he has that AP to even more readily take out everybody else.
The Goliath is supposed to be tough. Although I'll grant that maybe he
shouldn't necessary be _that_ tough. Nonetheless, that's where he's at and
I'd be loath to tamper too much with either Package just to make the Bomber
more likely to take out the Goliath.
