Yeah, I can see that Bob. It's like in D&D. You like playing fighters who
can use their fighting abilities all the time. But you don't like mages
who can only do one or two big-bang effects before being out of spells.

Of course this same arguement could be used for other PP like the sneak or
the gadgeteer (suppose the group gets into a fight when he doesn't have
his suit handy).

I picture the bomber as kind of the one-shot cannon of the group. He stays
back in reserve, using a gun. Waits for a clear path to the big guy and
goes in and takes him out in one big bang.
