Well, a person with built-in armor, unlimited Ammo, can get through metal 
detectors (our current group has a scrapper with metal claws imbedded in his 
skin who is having some trouble along those lines - don't ask :)) and the 
ability to take some cool Tricks...

We'd have to dink around a bit to see if the Blaster could survive without 
getting free Armor Piercing at unlimited levels.

Still, my concern would be more what effect this has on the Gadgeteer 
package users.

Just out of curiosity, is there any power package that tends to be more 
common than others?  Goliath and Teleportation strike me as two that would 
be relatively uncommon:  the former because it would be rather noticeable 
(that, and there are presumably other strength-related packages), and the 
latter because it strikes me that without a whole lot of "anti-teleportation 
shielding" or some such, a few determined Teleporters could seriously 
destabilize a country or two.

Blasters, on the other hand, strike me as potentially a fairly common 
"manifestation" as it were.

Thinking back to the Wild Card series (which I've been re-reading since 
picking up BNW), they considered the three most common manifestations of 
superpowers to be Telepathy, Telekinesis, and Enhanced Strength.
