I really don't think that any of the packs are really overpowering. No
matter how difficult people are to hit, it can still be done. I work with a
pretty creative group, who will come up with new, exciting, and maddening
ways to do things. The Toughs are just that, however, the stuff can be got
through, even by normal folks, it just takes a little longer. You also still
got to worry about knockback and some other nifty tricks. Also... aim for
the head.. the wounds add up much quicker. Heck... even look at pro
wrestlers... lousy example, perhaps, but you can unbalance them take them
off their feet, put them in holds they can get out of...and a straight
strength contest with a Goliath would be difficult. It's really just in how
you look at it. And if you're players get irritable about teaming on the
characters... tell them their jews in nazi Germany... they would send out
squads to trash a watch shop.
Also... aren't the Armageddon boys legendarily tough anyway??? send 'em
one on one... as a rule, the PC's lose in a one on one confrontation. I
would recommend to them tactics and teamwork. It goes a long way.
