1)A Screamer can take them down. You may have tough skin but a mini sonic boom 
hitting you eardrums still hurts. 
2)It really helps if they are heroic, loyal(I can't remebr if that is in BNW), or 
have a code of honor. This means they wil be putting themselves in harms way to 
save others.
3)I can't remeber for sure but don't gunners have a trick that goes though armor.
4)Goliaths tend to hit hard enough to hurt a tough on pretty good rolls. 
5)You are right they do tend to attract the negative attetion. So the villans 
triple tem up on the tough and the others can try to get there shots in as the 
villans ignore the people who can problay hurt them. 
6)Toughs aren't the most offesive minded now. The rest of their goup could get 
taken down and they are left. Will the lone tough be able to take down the six bad 
deltas or will they they hit him enough that he actually gets knocked down.
7)Armour would not stop knock out gas.

Some of these may not help with the group asa whole but they will show the toughs 
their limits.
