[pyrnet] Evacuation Plans

I know of people who live in the area of 3 Mile Island as well.
Since they had a kennel full of dogs, and could not feasibly take
them all, they had a plan worked out on which dogs they would
take and which ones they would destroy should the need arise.
This may sound cruel to some, but if they were evacuated, leaving
the dogs in the kennels with no one to care for them or dieing
from radiation poisoning would have been much crueler. I have an
evacuation plan worked out if I need to evacuate for a hurricane.
