[pbmserv-dev] Jailer

After a long hiatus, I've finally gotten back to work on "Jailer"
This is a game that mrognlie inspired in the werewolf family. But a
completely different idea.

Each of the players are inmates in a corrupt prison.
Each night, the jailer will execute one of the prisoners.

The question is... which one?

Each inmate starts the game with $1000 that they somehow smuggled in.

so, each day progresses with inmates attempting to bribe the jailer.
Not to save their own necks, but to kill someone else. and you vote
with your cash.

Player A offers $50 to have player D killed
Player B offers $50 to have player C killed
Player C offers $100 to have player B killed
Player D offers $50 to have player C killed

In the above case, we have a tie. Both players B and C have $100 offered
to have them killed.

So, some game details I need help with to finish up the thing...

1. If player A offers a bribe...
is that money forfeit? I think yes
Regardless as to who the victim is? Again yes

but WHEN is the money "lost"? At the end of the turn?
IOW, can I change my mind?

or perhaps, can I make multiple bribes?

2. What do we do in the case of ties for amount offered?
	"coin flip"? ick.
"player who had the most other inmates voting against him?"
in the example above, C had 2 votes, B only had 1.

and finally...

3. What happens to the victim's excess money?
	"lost"?
	"divided among all the survivors?"
"divided among all the inmates who voted for the victim?"
seems evil... I like it! 8^)
