Instead of just cash, inmates should have contraband -- Cigarets, a joint, a Game Boy, etc. You bribe people with these items, but different people have different exchange rates. Give the joint to the wrong person and it nullifies your bribe. Oh wait, they're bribing the jailer not each other. This doesn't work. Never mind. B^)
