No order was implied.  Players can play in free form in this game.

Yes.   There will be a 1 week deadline for moves.  

(simple majority.)

If N of M players have voted...  does any player have enough votes 
such that if M-N is added to any other player's tally he can be
out voted...?  if so, no majority has been reached.

If we hit a tie situation...  what to do?   say we've got
7 votes for A and 7 votes for B and 3 votes for C.

I say... wait.  let one of the players who voted for C to change 
their vote.  (to D, of course...)

or one of the B's to change to anything else. 

if we run out of time...  then what...?

does the seer (if still alive) break the tie?  that requires the moderator
to declare that X is dead.  You now know that the seer is one of the 
players who voted for X.  

Or does a deadlock (after waiting for a suitable grace period) imply
no lynching victim...?  I think I might prefer that.  the villagers lose
their "chance".  and the werewolves get another shot.
