By that I mean...


Player A casts a vote for B
    (all players ver notified that A has voted for B and the tally is
       A 0, B 1, C 0, ... N 0
    also any comments from A get passed on)
 
Player B casts a vote for A
    (all players ver notified that B has voted for A and the tally is
       A 1, B 1, C 0, ...
    also any comments from B get passed on)

if A or B votes again, their earlier vote is cancelled.

lather... rinse... repeat until one player has received a majority of
the eligible votes (even if not all players have voted yet)
