I don't whether or not they were aware of the bust frequencies before
releasing the game, but they are definitely aware of them now. Certain
GM's and authors are known for building PC's with odd-numbered dice in
their most important characteristics. Take a look at some of those
archetypes.
And you can (sort of) gloss this -- as you are learning a skill, you pass
through stages where you are expanding your abilities and other stages
where you are refining them. During expansions, you are more likely to
make catastrophic errors. During refinement periods, you are less likely
to make catastrophic errors. This is modelled by the odd-even progression
of raising an aptitude.
It's not a great hand-wave, but it's my hand-wave.
