Somewhat.  Based on an Artillery feat described in HOE, it deals with the
more advanced artillery systems of today (missile systems, etc.) instead
of the Gatling gun or cannon pieces (which I guess is why it is not
mentioned in d20 Weird West book).  However, I think the basic description
you mentioned does apply (and I think it is the skill used by the
character to actually "hit" something instead of using the standard d20
attack roll).
