Somewhat. Based on an Artillery feat described in HOE, it deals with the
more advanced artillery systems of today (missile systems, etc.) instead
of the Gatling gun or cannon pieces (which I guess is why it is not
mentioned in d20 Weird West book). However, I think the basic description
you mentioned does apply (and I think it is the skill used by the
character to actually "hit" something instead of using the standard d20
attack roll).

Fear can sometimes be a useful emotion. For
instance, let's say you're an astronaut on
the moon and you fear that your partner has
been turned into Dracula. The next time he
goes out for the moon pieces, WHAM! You just
slam the door behind him and blast off. He
might call you on the radio and say he's not
Dracula, but you just say, "Think again,
BAT-MAN."
