Well if it helps, I will say that I found my source on pg. 63 in the Unity.
I will stipulate that it states the exterior has 3 points of armour, & the
interior has 2.  So, I doubt it, but I could be reading this wrong &
inadvertantly assigned them AV 3, & AV 2 when it should have been something
else.

After Chadwell's response, I did look up the battlesuits & found that
Hellstromme's suits have an AV of 8, which, yeah it doesn't make sense that
the people would be harder to punch through than the ship.

However, I do have this thought for you: punching through a suit kills the
person inside most likely.  Punching through a bulkhead would depressurize
that site, (most likely blast doors would clamp down immediately) & wouldn't
kill anyone, provided they are in some sort of suit.  If you're under
attack, I would assume you'd be suited up. Aside from the hard vacuum,
nothing else happens--after the battle you plug the hole.

In addition, I'd bet armouring the whole ship up to battlesuit level would
be atrociously expensive.  I figure Hellstromme read some David Weber during
his lengthy life & decided it'd make more sense to harden the ship's suits,
& let the survivors patch up the ship after the battle.
