Bare in mind though that generally their going to put that +2 towards
something they are already good in, like shooting say. So they'll probably
already have the old 5d12 in that skill. Now normally to go up to 5d12+2
would cost 14x3=42 BPs! They're getting it for 3. The balance is that it
only applies to that one skill, and not everyone under that stat. But I
still think it's a bargain at 3 pts.
I also wanted to keep the point cost the same as Arcane Background to keep
a sense of balance to it.
