Rember HOE is not suppose to be a "realistic" System. It suppose to ne about 
gritty heroic survivors that can stand up to the Evil in the nearly 
destroyed world.  Dont' compare your posse to High School Track Stars or 
guys in movies about running.  Compare them to your Swartzenaggers(I know I 
just butchered the Spelling), Seagals, Van Dames, Jackie Chans, Jet Lies, 
Chow Yun Fats, John Waynes, Bruce Willis etc... I'm sure they can all run 
faster the 15 mph an hour(at least in the movies)
