Yes, they do have to do hte nasty stuff if they've got a Toxic Buddy.
Really the only reason Caretakers can do what they do is that most Toxic
Spirits are dumb enough to fall for their little trick. The Toxic
Guardians are smarter, and watching the Spook all the time, so they won't
be fooled by such tihngs.

Hm. Good question. I think it'd be funny if the only thing the bolts did
was do 1d4 Wind to the Shaman, but that's probably not the idea. They
might do 3d6, just like touching the Spook does, but that's pretty puny
for a Legend Chip.

I'd let a character take Damocles for free in this case, mainly because
the edge isn't that much of an advantage, just an interesting character
background. I'd also say they could take Super Soldier. The Damocles
program selected people who were already out there in the field, and a
number of them were probably Super Soldiers.

Most arcane characters have an edge that increases their Strain, so they
could spend the bounty to raise that in addition to raising their Vigor
type. Though, beyond those limits, there shouldn't be a way to increase
it further (no sykers running around with 150 Strain).
