I would think that the military would judge this on a case-by-case basis. They
probably wouldn't choose many, but some super soldiers did display long-term
mental stability, and a character would had high Cognition, Knowledge, and
Smarts to begin with could still be pretty sharp even after the process. Also,
the brass might consider that superhuman endurance to be almost as valuable as a
quick mind in completing the grueling task set to Damocles soldiers. I would say
that a super soldier who had demonstrated initiative, dedication,
level-headedness, and stability in the field could be considered for Project
Damocles.
