Actually this does work even if they don't have the hinderance.  The
hinderance just adds a bonus to the scrutinize roll.

Keep in mind that most cultists are not arcane backgrounds, you can just be
a servant without a background, and the only thing needed to perform general
black magic things is faith in the dark gods so even if they have the 3
points necessary they still have to beat a manitou with a pretty hefty
spirit.
