No, that's only WITH the hindrance. And I doubt they would make an
infiltrator out of anyone with that hindrance unless 1) They didn't notice
(sloppy, since the people working with this probably has a lot of
academia:occult), or 2) The person was killed and made into a cyborg
immediately (and I don't think that is how it is done, first you are made a
cyborg, THEN you are fitted with everything no-essential).
