Well, the way you're using it, they're not useless without each other,
but the way the book is written, they have to be used in tandem a lot of
the time.
Sensor without Commo isn't that great.  you could build a sentient gun
that shoots itself, and it wouldn't need to "commo" the information to
the user.  Commo without Sensor is more flexible, as any device that
generates its own information (say, via Brains) needs a way to tell the
user.
Even still, I haven't ever had a character that's had one and not the
other.
