Hm...

Nah.  I'll just stick with it the way I have it.  Sensors that have NO
sensor rating (those that the user needs to use his own Cognition for) don't
need Commo.  It's more intuitive that way, and lets Junkers make small
augmentative sensors easily (no need to make the guy go through all that for
a pair of low-light goggles).  Also, making ECM generators wouldn't need
Commo, either; ECM is just like building an active sensor, except no display
is required.

Not saying I'm right, here, just saying this is what looks good to me.
