That's definately not the tone I'd want for HOE. Totally wrong metaplot. My
feel on how things in HOE are going to "end" put humans in a much more
active role. If humans are just pawns and the powers that be just hand
salvation to them then it's meaningless. This I see as one of the bigger
problems for PEG as they advance the HOE storyline. How do they do that
without letting the Big NPCs do all the big stuff? The heroes should be the
PCs.

Well, in Bab 5 the Vorlon's don't really do much of anything, their purpose
is to "help those who help themselves" I think. Lend a gentle hand or a
reminder here or there, but only if the party they are helping is willing
to do it themselves in the first place, with or without the Vorlon's help.
The purpose of a guide is to show you the way, not carry you piggyback.
