That's the thing. The angels may say they are handing the PCs salvation,
but there's is just another form of control. Whether the control is
through straight fear (like the reckoners) or rigid rules (like the
angels) it still boils down to PCs being subjects to someone else. They're
only hope for true freedom is break from both groups and find their own
path.

That's not totally accurate. The Vorlons believed in strength through
order and cooperation, the Shadows believed in "culling the weak" to make
the strong stronger, survival of the fitest and all that. Basically they
both had their views of how the universe should be (order or chaos) and
were trying to impose them on the "lesser races". That's why in the end
the lesser races wound fighting against both sides.
