I'd say you keep the skill; it was probably uploaded into your can's head
with a Learning Machine when he was programmed.
As to the lost Rules, your Marshal is supposed to come up with your
rules.  I always do the rules bit last with my players.  If you take Rank
or Emancipated, it just affects the number of rules that are chosen or
rolled for.
As for increasing these edges during play, after Rules have been chosen,
I'd have to consider the source of the change.  If a severe blow to the
head scrambles the AI;s circuits, choose a random rule and eliminate it. 
In the rather unlikely situation that a can's Rank increases, I'd give
the privilege of choosing the rule to whomever was giving the field
promotion.
