The second - I think.

If you have a power focus of, say, level 4 - and you have three harrowed 
powers at 3, 4, and 5, you could use the 3 power at 3, the 4 power at 4, or 
the 5 power at 4.
You could switch around which power you are using, but you could only use 
one at a time.
