Geez, if that is the case you _would_ have to be a games lawyer to make the 
distinction.

Honestly and entirely IMO, I'd say that the radioactive explosive burst from 
a Nuke or ICBM is radiation-based.  Because that's basically...well, _all_ 
they do.  You might be hit with the Nuke burst at ground zero by being the 
target, but I'd think you were still being hit by an "explosion":  just one 
that goes off in your face.

But I could see it being argued otherwise. *shrug*

In any case, I wouldn't make the distinction using the example above as far 
as explosion vs. radioactive.  Either it's radioactive whether you're the 
target or 6" away from ground zero, or it's explosive.

You mentioned MIRV above.  That, however, is definitely radioactive without 
an explosive burst that I'm aware of.

Hope that helps.  But I can see where the confusion comes from.
