You have a gang called the Wolves who are led by the Shadow Man.....

Exactly how did they come by those names?  Werewolves?  Worshippers of a 
tainted wolf totem?  Is the Shadow Man a shadow who feeds on the souls of 
the living?  Perhaps an incarnation of the Celtic god, Hern the hunter, and 
the Wolves are his hounds?  Is he the servant of some dark power and the 
gang is his minions?  Is he some form of "collector" for the Horsemen, 
gathering the souls of the Damned from wastes?  Is the gang actually the 
souls he has collected?

Where did this disease come from?  What are its symptoms?  Is it a leftover 
from the military, or something more twisted?  What is the cure?  Maybe 
these "Wolves" have developed a virulent strain of something that they, 
themselves have.

Just some food for thought......

And thanks for the idea.  I'll probably steal it and let you know.
