AP 4 rounds should cost a lot more than 15% on top of standard ammo.
They should cost at least four times the standard ammo, I might charge
as much as 8.

Bullet presses are easy, very common. Getting ahold of fulminate (that's
what ignites the powder when the firing pin strikes) I imagine is a lot
tougher... and if you're using a 20-year old chemistry set and you have
no control over the quality of your chemicals, my guess would be there's
a lot of dud bullets going around.
