In the case of teh 2 I was talking about, 1.  My 4 aces draw was the first draw
*ever* that anyone in my gaming group did, and was witnessed by the marshall.
The 2 joker+4 aces was also a first  draw was wittnessed by numerous people
including the marshall.

I like this method, some of our posse member had to do a number of draws before
getting even an average character.
