[HoE] Not a Munchkin Question

Hey folks -

 What would you do for a player that wanted to play a character that
happened to be either:

        A.) A midget, or
        B.) A dwarf (no, not the Tolkein-esque kind)?

    I'm thinking this is 'possible' hindrance territory, but how would
you handle it mechanics-wise?  The conditions are definitely different
and my gut feeling is that I wouldn't want to lump them into the same
category.  Any thoughts on costs/effects/whatever?
