I don't have any books available right now, but most White Wolf games
include the "Short" flaw. The mechanics presented in that shouldn't behard
to adapt to Deadlands/Hell On Earth.

For starters, I'd give somebody with this Hindrance a reduced Pace, and
treat him as being Size 4. (Since as far as I can recall, dwarfs are usually
4 feet tall or shorter.)
