I would make Skating it's own skill, with "rollerblades" and "ice skates"
being the two main concentrations. I'd lump the Skating skill under the same
stat used for driving.
(I think your idea about doubling the user's Pace is a good one, btw)

I would make all "to-hit" rolls be something like 10 minus the user's
Skating skill when they're skating, and add a die type equal to their normal
Pace to the damage. But maybe that's just me. *g*
