Truthfully, the rules state that one cannot have more than one Arcane
background.  The literal reasoning is that the pathways in the brain that
focus in energy from the Hunting Grounds can only be settled in one specific
way depending on the background.  One could be a "greenie" (sort of a wild
talent syker) and be something else but other than that....No.  Tell your
friend to go back to munchkin land and come up w/ some new ideas.
