[HoE] Cyborg Programs

Hey there, new to the list and only sort of skimming the top of it so sorry
if this is a repeat, but I have a question concerning Cyborg Programs.  One
of my players has bought the program Threat Tracker at level 2.  It is my
understanding that this means the player may discard and draw two cards per
fight regardless of the fights length correct?  Or am I wrong?  Is this two
cards per round?  If anyone could help out, you can reply personal or what
have you, but I'd appreciate it.  Thanks.
