Indeed, I'll agree with you there..and the simple solution is thus:

Don't draw for the VotWW table until after the character has created the 
character completely.  And if he's playing a Cyborg with a bionic arm, 
either redraw if the lost limb choice is discovered. or make up some odd 
reason why his SRU couldn't repair the arm.

I'd probably go for the redraw, or make something else up altogether (no one 
says you HAVE to use the table...)
