Hey - I agree with more civilization than stated in the Worldbooks.  
Basically, after 13 years, all the settlements would have to be pretty 
self-suffient, or else, well, they wouldn't be around any more.  Almost all 
the settlements in my world have access to electricity (thru generators and 
hydro-electric plants), produce bullets, and have a well trained militia.  I 
use bullets as currency, meaning bullets are about the only constant price 
through-out all the settlements.  All other items fluctuate wildly due to 
supply and demand.  (I know we beat to death the whole trade issue a while 
ago, but it's real easy to figure out.  I'm an antique & collectible dealer 
IRL and supply & demand is capitalism at it's most basic.  If your players 
want to play Ferengi traders and capitolize on the differences in prices, 
just keep them very poor - it takes money to make money),  Ah, I'm ranting.  
Well, since I'm ranting, how come every settlement is portrayed (in the 
illustrations) as all beat-up and nasty, like a bomb went off yesterday?  I 
know it looks cool, but it's pretty unrealistic.  It doesn't take much effort 
to clean up the broken glass, and clear rubble from the common areas.  Oops, 
here comes my posse to game, I GO NOW.
