The diagram is correct. The Mounts table on pg. 83 lists the number of 
available mounts after accounting for mandatory equipment like spirit fetters 
and SRUs. The head has as many slots total as the arms because head-mounted 
systems tend to be smaller.
 
 2. I presume the "Torso" mount listing on p.83 is a typo, and should be 8 and
 10.

The number should actually be 6 and 8 because the SRU takes up 2 slots in the 
torso.
 
 3. If the Arcane Shield protects against *everything*, why does it have a
 Drain of 3 while the Energy Shield, which only protects against kinetic and
 energy attacks, cost 4 Drain? Is the monetary cost supposed to balance this?
 
The costs on these two items were reversed. The energy shield should cost 3 
drain and the arcane shield should cost 4.

 4. Does the Infiltrator package include, perhaps, flesh-colored plugs to go
 over hardpoints that are not in use? That is, is it possible to cover up
 hardpoints at all if they're not in use (aside from clothing)? >>

The infiltrator package doesn't include this stuff, but like cyber limbs, the 
hardpoints can be disguised for an additional cost: $500 per location. This 
recesses the hardpoints so they don't protrude from the body and provides 
skin-colored plugs to cover them when not in use.
