Also, if one thinks having a Doomie or a Syker in the game makes it tough to
scale the combats to a norm in the group, one could have *less combat*. Make
the PCs use their brains instead of their ability to blow things up. The norm,
who has more skills, will shine in this situation.

I have to agree with this. It all comes down to the game you want to run.
Norms have just a high chance of surviving a game as anyone else, perhaps more
so, because they're not obvious targets.
