Maybe, it's a matter of the power source? The harrowed's manitou probably
isn't going to listen to the manitou powering the hex, but the syker is
channeling pure huntin' grounds energy at it, so can affect it. Perhaps, as
a compromise, alter "sandman" so that harrowed require a hand or two higher
to be effected.
