I don't see why not. I'm assuming that you are referring to a mechanical
replacement arm.
Because of the Wasted West atmosphere, the junker is going to have to
"make do" with the parts available, I would double the required electrical
components, and cut down on the required structural ones.
I would guess that a general occult engineering would allow her to
modify/build a replacement arm - it may not look pretty as it is made from
a leftover microwave core, a stopsign pole, bailing wire, duct tape and two
coconuts - but it would be functional.

Um.... I dunno. I never thought about it. <scratching his head>. I would
hazard a guess that regular nuclear science still works. You wouldn't have
to have IGR, but since IGR is so much better then "ordinary" uranium, it
would allow for smaller batteries, more efficient plants, etc.
