[HoE] bionics and Junkers

Can a junker with the trait power modify a basic bionic implant and make
it confer a strength bonus. Would the Junker need the science or trade
specilization cybernetics? 
 More Junker related question: Do you have to use an piece of irradiated
ghost rock to power a nuclear battery? Can a nuclear battery be a normal
nuclear, i.e. fission/fusion reaction, one? Does using ghost rock
decrease the size of said battery?
