[HoE] playing former black hats

I was up late last night and reading the adventure Apocolypse Now! that
comes with the rad screen, and I got to thinking.  Would it be possible to
play a former black hat? I know that there are chips implanted in the base
of their skulls which activate an explosive in if the person talks
negatively about throckmorton.  maybe a dud explosive and working chip? or
non working chip? any ideas?
