Then how about this:

* you can receive up to as many rules as you originally started with.  Any more involved in a trade will be discarded.
* you can only complete trades for rules after everybody has put an offer out, you can trade cards-only from the get-go
* you can only have 3 offers out there (from you).  Any more and you're warned to withdraw one first.
