Trading rules is necessary when we start with only 3 of them.  Now if we
started with half or three-fourths of the rules, my answer might be
different (we might be less motivated to trade them anyway).

The problem now is that players early in the game can learn the rules
quickly and then not be motivated to trade them any more.  Players coming
online later in the game can't learn enough rules to be competitive.

Being limited to learning some percentage of the rules puts a different
twist on the game.  We might all be reluctant to trade rules until we could
get some hints at which ones might be the most important.  What would be a
good limit?  Half, three-fourths, all-but-two?

A lower limit makes easier it would be for latecomers to learn almost as
many as everyone else.  It also makes the game outcome more random for
everyone.
