[haggis] Trade limits

But, that makes it just like any other pbmserv game!  I've more or less decided that werewolf moves too fast.  We're getting in 3 games a week now.  With the "slow" option we have to wait until 
everybody votes, and I don't necessarily think that's a bad thing.  If werewolf, and haggis, required input from all players to move along, but had a reasonable timeout - like, say, 2 days, I think 
that would work.

And, there's nothing stopping anybody from saying "Hey! who wants to join a quickie haggis game?  Starts in 2 hours, 1 hour timeout."  (assuming the code is written!)
