[haggis] number of cards

I want to try 18 cards.  An individual card is still
too valuable to risk trading without knowing the
rules.

I'd also be willing to try 8 suits as well.  More
choices, more paths to victory.

Having an uneven number of cards makes the most/least
types of rules harder to calculate.  If you know
there's exactly 9 of a suit and you have 5, you know
you have the most.  I think it's not a bad thing.
