I think limiting the number of trades a person can
make is simple and will work. People will still be
able to generate lots of offers, and can still change
their hand if they make the right deals. But they
can't sit on their computer for 15 minutes and suck up
all the best deals and win while someone else is in
the bathroom or *gasp* working.

In designer games, they're called Action Points. I
like them as a mechanic, and they may work in this
game. But right now I think the difference between
winning and losing is two or three good trades. I
think my idea above will slow us down enough that we
can better evaluate things like hand size, number of
rules, and types of rules.
