Hello everyone.  I am back from a vacation
inaccessible to Internet.

I think that there may be a technique for generating
rules based on assigning base values for the colors
and then breaking it into an overdetermined system of
linear equations.  The server knows the "answer"
(i.e., the vector of values) and does not have to
worry about the rules that get communicated to the
players.

Of course this doesn't cover bonus rules, odd even
etc.  I am sure with some thought I could provide
pseudocode for that model.
