In my opinion, the easiest way to control lethality in the Deadlands classic system is by changing how many chips are given out. Too lethal? be a bit looser on the chips. Not lethal enough? get a bit stingy on the chips.

One advantage is that it's an 'invisible' adjustment. Making a public policy about it is (in my opinion) bad because you want them thinking they might die.
